Any and all property or any interest therein; records, files, and documents; funds already appropriated or to be made available in the future, including surpluses, assets, and credit of any kind; liabilities and contracts of any kind; and licenses, permits, and other authorizations, are hereby transferred from the Regulations and Permits Administration to the Management Office, to be used by the Office for the ends and purposes of this chapter.
