The majority of the members of an Adjudicatory Board shall constitute a quorum to hold sessions and to make decisions. All Adjudicatory Board agreements shall be adopted by majority vote. The votes cast by members shall only indicate their position in favor of or against the decision, but they shall not cast explanatory votes.
