Documents submitted according to §§ 9018b—9018d of this title before the Permit Management Office shall be deemed to be public documents pursuant to §§ 1001 et seq. of Title 3, known as the 'Public Documents Administration Act', for at least twenty (20) years, to be counted as of the granting or denial of the final determination or permit.
