The majority of the members of the Reviewing Board shall constitute a quorum to hold sessions and to make decisions. All Reviewing Board agreements shall be adopted by a majority vote. The votes cast by members shall only indicate their position in favor or against the decision, but they shall not cast explanatory votes.
