All payments received by the Reviewing Board as established in this chapter shall be covered into a Special Fund created for such purposes by the Secretary of the Department of the Treasury, in order to defray regular operating expenses of the Reviewing Board for a particular fiscal year, any surplus thereof shall be transferred to the General Fund of such year.
