The funds necessary for the creation and the implementation of the Management Office and the Office of the Chief Permit Inspector shall come among other sources from the funds earmarked by the Office of Management and Budget at the Permits and Regulations Administration and the concerned government entities, which funds shall be deposited in a Special Fund of the Permits and Regulations Administration. The funds deposited in such account shall be disbursed by the Secretary of the Treasury per request from the Executive Director and the Chief Permit Inspector to fulfill the purposes of this chapter.
