When, by virtue of any laws enacted by the Legislature of Puerto Rico either prior to or after the effectiveness of this act, the Secretary of Transportation and Public Works is empowered to acquire or purchase property or lands, or any rights therein for the purposes of constructing any public works, or of improvements or extensions thereto, it shall be understood that the word 'acquire' as well as the word 'purchase' shall both also mean to acquire through condemnation.
