The Governor of the Commonwealth of Puerto Rico shall adopt the measures and regulations as may be necessary to enforce the requirements, for the acquisition of real property, required by Public Law No. 91-646 'Real Property Acquisition Law' and to make sure that the payments and assistance authorized by §§ 10h-10k of this title be administered in a fair and reasonable manner by seeing that the proceedings be carried out rapidly and in a manner as to adequately guarantee the rights of the owner of the property.
