In order to cover the necessary operation expenses of the depot created by § 13 of this title, the Depot Revolving Fund is hereby created; and the Secretary of Transportation and Public Works is hereby authorized to transfer, to be covered into said Revolving Fund, the balance existing in said fund, as the same was created by Act No. 365 of May 15, 1948. The Secretary of Transportation and Public Works is further authorized to borrow money for the purchase of equipment and building material for the Depot of Mechanized Equipment and Materials, guaranteeing payment of obligations incurred from the Fund, or imposing liens on any of its properties, revenues or incomes for such payment.
