(a) All equipment and construction materials acquired by the various divisions of the Department of Transportation and Public Works shall be transferred under inventory to the depot created by § 14 of this title, as directed by the Secretary of Transportation and Public Works, and the value of said equipment shall be credited to the depot.(b) All equipment and material transferred under inventory to the Depot of Mechanized Equipment and Materials pursuant to §§ 13—18 of this title shall be used mainly by the several divisions and dependencies of the Department of Transportation and Public Works, which divisions and dependencies shall pay for the services or materials furnished them, as the Secretary of Transportation and Public Works may, in each case, determine; it being understood that such materials and equipment as are acquired with funds allocated to a specific project shall be furnished to such project cost free.
