The Secretary of the Treasury of Puerto Rico is hereby authorized and directed to advance and place at the disposal of the Secretary of Transportation and Public Works of Puerto Rico, as may be requested by him, from any available funds in the Commonwealth Treasury, the necessary sums for the purchase of building materials for resale, and of equipment to be leased according to the provisions of § 16 of this title.
