All projects for public works shall be made, as far as practicable, in accordance with the following schedule:(1) Explanatory memorial, wherein the necessity for the proposed work shall be briefly explained and the method of carrying it on, properly demonstrated.(2) Plans showing the proposed work with all necessary details to give an accurate idea of what is intended.(3) Specifications, which shall include all requirements of a technical nature necessary for the good execution of the work.(4) Estimate, which shall be a calculation, as approximately correct as possible, of the probable cost of the work; and the prices assigned to the various classes of work shall be clearly explained therein.(5) The Secretary of Transportation and Public Works shall prescribe the necessary rules and regulations in accordance with the foregoing provisions to insure uniformity in the making of projects.
