The total amount of the advances made pursuant to the provisions of § 19 of this title shall not exceed the sum total of the encumbrances contracted in behalf of the Depot Revolving Fund for the purchase of materials and the lease of equipment by Commonwealth Government departments and agencies whose funds are under the custody of the Secretary of the Treasury of Puerto Rico.
