The advances made pursuant to §§ 19—21 of this title shall be reimbursed to the General Fund of the Commonwealth Treasury when each encumbrance accounted for on the books of the Secretary of the Treasury of Puerto Rico in behalf of the depot revolving fund shall have been liquidated in full, or in the manner determined by the Secretary of the Treasury of Puerto Rico.
