The Puerto Rico Planning Board is hereby authorized to declare as scenic zones the sides of the section of the Luis Muñoz Marín Scenic Route to be built on the lands acquired as provided in § 31 of this title, as well as the sides of the uninhabited sections of road of said route already built; provided, that such scenic zones shall be considered to be scenic route areas or SR Districts for the purposes of §§ 62 et seq. of Title 23, known as the 'Puerto Rico Planning Board Organic Act'.
