The Puerto Rico Planning Board shall adopt regulations, following the procedure established in article 16 of Act No. 213, May 12, 1942, as amended, providing for the construction of buildings, including height, extension and use of same, as well for the posting of posters and signs and the development of lands within the boundaries of the scenic zones.
