It is hereby declared that when, by virtue of any law, the Secretary of Transportation and Public Works has heretofore been or may hereafter be authorized to carry out any public works, or construct improvements or extensions thereto, the latter is hereby empowered to acquire by purchase or condemnation, in the name and on behalf of the Commonwealth of Puerto Rico, any property or rights therein, which in his judgment may be useful, advisable or necessary to carry out the works.
