When, by virtue of any law, the Secretary of Transportation and Public Works of Puerto Rico has heretofore been or may hereafter be authorized to carry out any public works, or construct improvements or extensions thereto, all the property or rights therein which in his judgment may be useful, advisable or necessary to carry out the public works authorized, or construct the improvements or extensions thereto, are hereby declared of public utility.
