The Puerto Rico Aqueduct and Sewer Authority is hereby authorized to assume the administration, operation, maintenance and conservation of the Toa Vaca Dam and Reservoir, once these facilities have been wholly constructed and accepted as a work completed by the Electric Power Authority in the name and in behalf of the Commonwealth of Puerto Rico. The waters appurtenant to the southern coast irrigation district, impounded and regulated in the Toa Vaca Dam and Reservoir shall not be subject to the rates, regulations and laws of the Puerto Rico Aqueduct and Sewer Authority.
