All real and personal property, mixed, tangible and intangible, equipment, machinery, installation, facilities, rights-of-way, easements, surplus of funds from legislative appropriations for the Toa Vaca Dam and Reservoir, accounts, books, records, rights, franchises, contracts, obligations, privileges, bills, vouchers, drawings, maps, studies made and documents of any kind or nature belonging to the Commonwealth which are under the custody of the Puerto Rico Electric Power Authority, produced for and devoted to, and which constitute the Toa Vaca Dam and Reservoir project in Villalba, shall be conveyed to the Puerto Rico Aqueduct and Sewer Authority as soon as the dam and reservoir are in full operation and in condition to supply nine million (9,000,000) gallons of water daily for industrial and municipal (residential and commercial) uses, as provided hereinafter in § 178 of this title.
