The transfers provided by § 198 of this title shall take effect ninety (90) days after this act becomes effective. As soon as possible thereafter, the Utilization of the Water Resources and the Department of Transportation and Public Works of Puerto Rico shall transfer and deliver to the Authority all contracts, books, maps, plans, papers, books of account, and reports of whatever description relating to the operation, maintenance, designing, or construction of any existing or contemplated undertaking, and the Authority is authorized to take possession for its uses and purposes of all such contracts, books, maps, plans, papers, books of account, and records.
