(a) All citizens shall have legal standing to initiate civil actions on their behalf against PREPA to require compliance as a result of any action or omission of PREPA with respect to any of the obligations established in § 196a of this title. For purposes of this section, 'citizen' means any natural or juridical person adversely affected, or that could be adversely affected, by an alleged violation of the provisions of §§ 191—217 of this title, or a mandate or order issued or adopted thereunder.
