Upon conveyance to the Authority of title to the Hydroelectric System, the advances made by the Authority and to which finding (g) of § 228 of this title refers, computed to the effective date of §§ 228—231 of this title, shall, with the consent of the Authority, evidenced by a resolution of its governing board, be understood as having been repaid in full and discharged.
