(a) Any natural or juridical person who for the first time violates the applicable provisions of this chapter shall incur a misdemeanor and upon conviction shall be punished by a fine of not less than one hundred dollars ($100), or more than five hundred dollars ($500), or imprisonment for a term of not less than one (1) month or more than six (6) months, or both penalties, at the discretion of the court. Subsequent violations shall be punished by a fine of not less than three hundred dollars ($300), or more than five hundred dollars ($500), or imprisonment for a term of not less than three (3) months or more than six (6) months, or both penalties, at the discretion of the court. Each violation of the provisions of this chapter will constitute a separate and distinct violation.(b) For purposes of this section the term 'person' shall not include the Authority, its officials and employees.
