The proceeds of the sale of the bonds and all moneys accruing by reason of assessments of taxes and sales of water and power within the irrigation district shall, subject to the provisions of § 258 of this title, be deposited in the Treasury of Puerto Rico, in a trust fund to be known as the 'Irrigation Fund', which fund may be subdivided for statistical purposes as the Secretary of the Treasury may prescribe. All expenditures for the construction and maintenance of the irrigation system, and all payments of interest and principal of any debt incurred for the construction of the said system, shall be payable from the said trust fund upon warrant of the Secretary of the Treasury countersigned by the Governor.
