Should it at any time appear that there is a surplus of water over and above the amount necessary to irrigate all the lands of the Irrigation District, the Puerto Rico Electric Power Authority shall proceed to sell such surplus water, on public calls for bids upon terms to be approved by the Authority, the proceeds of such sale to be covered into the Irrigation Fund.
