Provision shall be made for the supplying of water to municipalities and manufacturing and industrial enterprises, upon terms and prices to be fixed by the Puerto Rico Electric Power Authority.The amounts realized from the disposition or sale of such water shall be turned into the Irrigation Fund and applied to the decrease of annual assessments.
