If the sum annually set aside by the Electric Power Authority under the provisions of § 212(b)(1) of this title be not sufficient in any fiscal year to permit the withholding of the amounts of money to which §§ 260 and 260c of this title refer, the Secretary of the Treasury shall cover the balance from any funds available in the Treasury, for which purpose such funds are hereby appropriated.
