The withholdings authorized by §§ 260 and 260c of this title shall be in addition to and shall enjoy the same order of priority as the withholding of funds authorized by § 1 of Act No. 46 of June 4, 1960, in regard to rural electrification projects and for those purposes previously provided by laws of the Legislature.
