An additional irrigation district is hereby authorized to be formed comprising those lands adjacent to or near the irrigation district of the South Coast which may be irrigated by means of extensions or accessory installations to the irrigation system which was built and is in operation in accordance with the provisions of the Public Irrigation Law, approved September 18, 1908, and of subsequent laws amendatory thereof, §§ 251—259 of this title.
