After said irrigation system shall have been established and in operation, any filtration water in or from the channels of streams within the said irrigation district, may be leased or sold by the Puerto Rico Electric Power Authority, or it may divert by channels or by installing and operating pumps, or otherwise, such filtration waters for use in any canal of the irrigation system or for lease for irrigation or other purposes. Any sale or lease of said filtration water shall be made upon terms and conditions to be approved by the Puerto Rico Electric Power Authority.
