Any property included in an irrigation district which is receiving water from the irrigation service, except when the water is received in compensation for grants waived for the benefit of the Commonwealth of Puerto Rico, shall be subject upon the sale or exchange thereof, to the right of redemption hereby established in favor of the Commonwealth of Puerto Rico to settle the disposal treated of, as to the irrigable portion of said property.
