The Secretary of the Treasury of Puerto Rico is hereby authorized to purchase stock or bonds, up to the sum of fifty thousand ($50,000) dollars, of such cooperative associations as are, or as may be, established in the public irrigation district of Isabela, to the end of facilitating credit to the agriculturists above-mentioned in order to grant them crop loans on the different crops which they cultivate.
