The Puerto Rico Electric Power Authority, hereinafter named the Authority, is hereby empowered and directed to take such steps and make such surveys as may be necessary, in the name and on behalf of the Commonwealth of Puerto Rico, for the construction, whether by force account or by contract, of the Irrigation System proper of the Southwestern Puerto Rico Project (known also as the Lajas Valley Project), which includes the additional works that, independently of those of that part of the project common to the hydroelectric and irrigation purposes of same, are necessary for the regulation, conduction, and distribution of the water for irrigation and other purposes.
