For the carrying out of the purposes of §§ 341—347 of this title, there is hereby appropriated and placed at the disposal of the Authority, in the manner hereinafter provided, all of the funds existing at any time in the special fund known as the Southwestern Puerto Rico Project—Irrigation System Construction Fund, established by Act No. 203, approved May 7, 1952. The Secretary of the Treasury of Puerto Rico is hereby authorized and directed to place the funds of the said fund at the disposal of the Authority as needed by the latter to pay the costs and expenses connected with the construction of the works which make up the Irrigation System proper of the Southwestern Puerto Rico Project and which include and are necessary for the regulation, conduction, and distribution of the irrigation waters and other purposes.
