From the Southwestern Puerto Rico Project—Irrigation System Construction Fund there shall from time to time be advanced to the Authority, at its request, sums adequate to provide the Authority with funds enough at all times with which to pay punctually all the costs and expenses incurred thereby, including a fair share of the general expenses of the Authority inuring to the construction of the Irrigation System proper. The Authority shall administer any funds received from the said fund just as it administers its own funds, but it shall use them solely for paying the said costs and expenses.
