All sums heretofore or hereafter appropriated to the Southwestern Puerto Rico Project—Irrigation System Construction Fund, but without including any interest thereon, shall be recovered by the Public Treasury from the revenues deriving from the operation of the Irrigation System, in accordance with such provisions as may be established by subsequent legislation to that effect.
