The Authority is hereby empowered to establish the necessary controls with regard to the amount of water which should be supplied to the various lands, and it may request of the Department of Agriculture and the Agricultural Experiment Station of the University of Puerto Rico, and the latter shall be bound to furnish to it, technical assistance and information as to the norms that should be followed for the proper utilization of the water supplied to the land of the Valley.
