During such period of time as the Irrigation District on a trial basis is in operation, the Authority may supply water to any tract which has been included in the Irrigation District on such a basis, and in the quantity available, subject to the limits established in § 371 of this title, charging therefor as provided in § 374a of this title; Provided, however, That the lands with water concessions assigned shall not be subject to this charge but shall be entitled to receive, free of such cost, the water corresponding to them, in accordance with the valuation made of their respective concessions, through their original intakes or through intakes of the Irrigation System.
