The Authority is hereby authorized to enter into contracts with any proprietor or lessee for the sale of available water from the Irrigation System, at any time prior to the date when the Irrigation District with a permanent character begins to operate; however, such contracts shall expire on the date on which the Irrigation District with a permanent character begins to operate.
