The Government of the Commonwealth established as an agricultural incentive the practice of not recovering from landholders the interest on capital investment nor the sum of one million five hundred thousand ($1,500,000) dollars appropriated by J.R. No. 8, approved May 6, 1957; nor the sum of six million four hundred thousand ($6,400,000) dollars appropriated by §§ 341—347 of this title. These funds shall be considered as a contribution of the Commonwealth toward the economic development of the Lajas Valley for the general benefit of the country. The Commonwealth shall assume responsibility for the total payment of the sum of the interest and of the capital invested.
