As soon as the Irrigation System is established and in operation, any seepage waters in or from the beds of brooks within the Irrigation District, may be leased or sold by the Authority, or may be diverted by means of canals or by pumping, or otherwise, to be used in any canal of the Irrigation System, or to be leased for irrigation or other purposes. The sale of these seepage waters shall be made under terms and conditions established by the Authority. The proceeds from the sale of these waters shall be covered into the 'Operation Fund—Lajas Valley Irrigation System', and the amount thereof shall be used in the estimates to reduce the annual assessments.
