Before the District is established on a permanent basis, whenever the receipts deriving from the Irrigation System, including the proceeds from the sale of water, shall be insufficient to cover the operation expenses of the System, the Authority is hereby empowered to withhold them from the five percent (5%) of its gross revenues which it annually sets aside pursuant to § 212(b)(1) of this title, after setting aside the sums authorized to be withheld under various laws in the orders of effectiveness of said laws or as provided therein, such amount as may be necessary to meet such operation expenses.
