Whenever used in this subchapter, the phrase 'Irrigation System' shall be understood to mean and refer to the works used for conveying water from the dams where it is impounded, the canals, ditches, pumps, reservoirs, and other facilities thenceforth used directly for supplying water to and drainage of the lands which form the Irrigation District.
