The Commonwealth’s Program of Inspection and Regulation of Dams and Reservoirs is hereby created for the purpose of maintaining, conserving, inspection and watching over the safety of the dams and reservoirs which are found or are constructed in Puerto Rico, for the protection of the life and property of the citizens and especially those residing in the area where the structure is located and of the communities adjoining the area.This Program shall be administered by the Electric Power Authority through its Dams and Hydrology Section, designated hereinafter as the 'Dam and Reservoir Safety Inspection and Regulation Unit'.
