The Unit, with the approval of the Committee shall annually bill each public agency, person, or private entity that possesses a dam or reservoir participating in the Program, for the expenses incurred by the Program during each year and the collected sums shall be reimbursed to the Electric Power Authority.In order to establish the duties and responsibilities of the owners of dams or reservoirs, the Committee shall promulgate regulations which guarantee their conservation and to determine the manner in which the contribution corresponding to each public agency, person, or private entity shall be computed, taking as a base the expenses incurred by the Program and the size, material, age, and state of the wall that holds the waters in each dam and reservoir that receive the services rendered by the Unit.
