The Aqueduct and Sewer Authority is hereby authorized and ordered to continue uninterruptedly and diligently with the design and construction of the North Coast Superaqueduct Project until its completion, once all the requirements and procedures established in § 452 of this title are complied with and the authorization for the work is issued.
