The Department of Natural and Environmental Resources is hereby ordered to continue the administrative procedure it determines necessary for the final award of the water franchise. Any person who is affected by the award of the construction permit for water intake or of a water franchise, may request a judicial review pursuant to § 455 of this title.The Aqueduct and Sewer Authority shall meet with the conditions established in the abovementioned documents, which are attuned to the conservation and protection of the natural resources and the environment. These conditions establish provisions geared to mitigate any possible effect of the North Coast Superaqueduct Project on the environment. History —June 12, 1997, No. 19, § 5.
