The disposition of all Authority personnel matters shall be conducted without being subject to the provisions of §§ 1461 et seq. of Title 3, known as the 'Public Service Human Resources Administration Act'. For the administration of said personnel, the Authority shall, in consultation with the Director of the Office of Personnel, prescribe standards and regulations leading toward a plan analogous to the one in force for the Commonwealth Employees under the personnel laws of Puerto Rico, insofar as deemed by the Authority compatible with its best interests. The employees who are members of unions under the statutes of §§ 61 et seq. of Title 29, better known as the 'Puerto Rico Public Service Labor Relations Act', are hereby excluded from these provisions.
