The Commonwealth of Puerto Rico, its departments, agencies, instrumentalities, authorities and public corporations and political subdivisions, including all its municipalities, are hereby expressly authorized to donate, sell, exchange or otherwise convey to the Public Buildings Authority, at its request, any real or personal property belonging to them or that they may acquire in [the] future, and any and all rights or interest therein (including properties already devoted to public use) when the public interest so justifies and it is convenient and necessary to carry out the aims and purposes of the Authority. This authorization to donate, sell, exchange or convey shall not apply to schools and other dependencies of the Department of Education that are being used for rendering services.
